This pattern is emerging in K-12 education, as well (although, as with most things education-related, the process is slow and not as efficient as it could be). I think this structure mirrors the way information and knowledge are structured today — when knowledge is networked and stored in/transmitted through diverse groups of people, group size needs to be small, and group composition needs to be flexible in order to best leverage the knowledge that is available.
