I’ve been using the term to mean simply during the work you are doing if you need to learn or relearn something it’s available at that “moment of need” through one format or another (smartphone Google Glass EE, whatever). That’s the performance support aspect. Not sure if that fits the definition of real learning since I can grab what I need to know or do without really learning it. I’ve also referred to it as learning on-the-job during the work you’re doing. I think workflow and flow are different enough that most people aren’t confusing them. Thanks!
